The State's protection of its citizens from the consequences of emergency situations includes a set of measures. Who is required to take the courses

According to this Decree, any employee whose work is related to solving civil defense tasks must undergo training in civil defense and emergency situations. Such employees include:
· heads of government at any level;
· heads of enterprises;
· all new employees, regardless of their job responsibilities — an introductory briefing is enough for this category.
At the same time, according to the amendments made by Government Decree No. 470 dated 04/19/2017. the management of organizations is obliged not only to engage in self-education, but also to:
· develop a program of introductory instruction on civil defense;
· organize and conduct introductory training with new employees;
· Plan and conduct civil defense exercises and trainings.

The training program in civil defense and emergency situations
The GO and emergency training program itself is designed for 72 hours and is based on recommendations from the Ministry of Emergency Situations contained in Document No. 2-4-71-11-10 DATED 10/30/2020. The curriculum involves the study of the following topics:
· fundamentals of civil defense and protection of the population and territories from emergencies;
· Planning of civil defense and emergency management events;
· organization of emergency warnings;
· methods and methods of HTS;
· organization of emergency response activities;

· organization and implementation of public training in the field of civil defense and emergency situations;
· Educational activities in the field of civil defense and emergency protection.

Attention! Since September 1, 2022, global changes have appeared in the legislation in the field of labor protection. A new Procedure for occupational safety training and verification of knowledge of occupational safety requirements, approved by Decree of the Government of the Russian Federation dated 12/24/2021 N 2464, has already entered into force.
In the new Order, training in the use of PPE appeared for the first time, the rules for conducting briefings and internships were changed, the period during which employees conduct training changed, requirements for occupational safety training programs were introduced, and the specifics of training in microenterprises were fixed.
The following types of training are fixed in Resolution No. 2464:

• · OT training from an employer or in organizations that provide OT training services;
• · Training in the use of PPE;
• · First aid training for victims;
• · On-the-job internship;
• · Instruction on labor protection.

These types are not completely new, but the previous Order No. 1/29 did not regulate them separately.
The order of training for sole proprietors
The new Procedure does not apply to individual employers who are not sole proprietors. The current Procedure No. 1/29 is still mandatory for sole proprietors and legal entities of all organizational and legal forms and forms of ownership, including employers - individuals.
Individual employers who are not sole proprietors are those who hire employees for personal service and assistance in the household (Part 5 of Article 20 of the Labor Code of the Russian Federation).
These changes are regulated by the Decree of the Government of the Russian Federation dated December 24, 2021 No. 2464 "On the procedure for training in occupational safety and testing knowledge of occupational safety requirements"

Attention! On March 1, 2022, a new fire safety training procedure came into force. He canceled the operation of the order No. 645, which has been familiar to us for 14 years.
On November 25, 2021, the Order of the Ministry of Emergency Situations of Russia No. 806 dated 11/18/2021, regulating the fire safety training procedure, was approved. This means that from March 1, 2022, a new fire safety training and briefing procedure came into force, which will replace the Training Procedure approved by Order No. 645 of the Ministry of Emergency Situations of Russia dated December 12, 2007.
The new order has made several important changes:
1. Training according to the fire-technical minimum program within the organization is excluded. The requirements for fire safety briefings have been tightened;
2. A mandatory minimum has been introduced for additional professional training in the field of fire safety for officials.
Important! The previously completed fire safety training will be valid until the expiration date of the periodicity of training in fire safety measures provided for by Order of the Ministry of Emergency Situations of Russia No. 645. This means that unscheduled training and knowledge testing will not be required for those employees who have completed fire safety training on time (once every 3 years for all organizations, and once a year for explosion– and fire-hazardous industries). For them, their previously issued certificates will be valid for their entire term.
Advanced training in fire safety is a mandatory set of knowledge and skills necessary to provide comprehensive protection against fire at potentially dangerous facilities. Only after the briefing or upon completion of training in this field, the employee is allowed to work. This is true for both managers and ordinary employees. The fact that fire safety training is a prerequisite for working at enterprises and organizations is stated in the following regulations:
· Article 25 of Federal Law No. 69-FZ "On Fire Safety" dated December 21, 1994 (second paragraph);
· Decree of the Government of the Russian Federation dated September 16, 2020 No. 1479 "On approval of the Rules of fire protection in the Russian Federation";
Order of the Ministry of Emergency Situations of Russia dated 11/18/2021 No. 806 "On determining the Procedure, types, and terms of training for persons Engaged in labor or official activities in organizations according to fire safety instruction programs, requirements for the content of these programs and categories of persons undergoing training in additional professional programs in the field of fire safety."
If the employees of the organization have not been trained in fire safety, but continue their work in the organization, the head of the organization is held accountable. Article 20.4 (parts 1 and 2) of the Administrative Code of the Russian Federation provides for a fine of up to 200 thousand rubles for such a violation.
